Privacy Policy
California Notice at Collection / State Privacy Rights Notice: see Notice at collection and State privacy rights below for important information about your rights under state privacy laws.
Decentralized, Inc., a Delaware corporation (“Decentralized,” “we,” “us,” or “our”), operates Who Will Insure, a free informational website that estimates which home insurers are likely to write in an area and at roughly what cost, using public data. This Privacy Policy describes how we process personal information that we collect through the website, its tools, and the interactive map (together, the “Service”).
The short version
The map, address checker, and calculators need no account and no sign-up. If you send a help request or a partner inquiry, the details are emailed to us and stored in no database on this site. The email exists in our mailbox and our email provider’s logs until it is deleted, and we delete it within 24 months. We do not sell or share personal information, and we do not use it for advertising.
Personal information we collect
Information you provide to us
- Help request form (/get-help): your name, email, optional phone number, property ZIP, your situation, and any optional note. These are emailed to us when you submit. See Emailed form submissions.
- Partner inquiry form (/for-brokers and /for-agents): business contact details from licensed producers, agencies, and real estate agents. See Partner and business contacts.
- Communications data: what you send us when you email us, such as a question, a correction, or a privacy request.
- What we don’t store in a database:the contents of these forms are not written to a database on this site. The emailed copy is the exception described below: it lives in our mailbox and the email provider’s logs.
- What we keep as a record on this site (metadata only): a random request ID, a timestamp, your ZIP and county, the destination, the delivery status, the consent certificate URL, and attribution. No names, phone numbers, emails, details, or street addresses are in this record.
The Service has no field for, and we do not ask for, Social Security numbers, driver’s license numbers, financial account numbers, payment card information, or precise geolocation from your device.
Information collected automatically
- Online activity data: privacy-friendly analytics through Vercel Analytics: pages visited, device type, and coarse events such as which tool you used and the county you picked. Analytics events never carry contact details or a street address.
- Device data in server logs: our hosting provider keeps standard, short-lived request logs (IP address, user agent) for security and operations. Our application logs are scrubbed of personal information before they are written.
- Abuse protection on forms: when you submit a form, your IP address is used briefly, in server memory, to limit repeated submissions. It is not saved, and any log entry about the limit uses a one-way hash instead of the address.
What happens to an address you type
When you use the address checker, the address is sent directly from your browser to third-party public services to resolve it: Esri’s ArcGIS geocoder turns it into map coordinates, and those coordinates are then checked against public hazard maps from CAL FIRE (fire hazard zones and past fire perimeters), the U.S. Forest Service (wildfire exposure), FEMA (flood maps and the National Risk Index), the California Geological Survey (fault, liquefaction, landslide and tsunami zones), the U.S. Geological Survey (earthquake shaking) and the U.S. Census Bureau (census tract). We never receive or store the address or its coordinates; they do not pass through our servers. Flood-cost figures are loaded as one statewide file, so no request to us reveals your location. Our analytics record only whether a lookup happened, the county, and yes/no flags (for example “in a flood zone”), never the address. Those services process the request under their own privacy policies.
Share links and printouts
Some tools offer a copy-link button and a “send this estimate to your broker” email link. The link carries only coarse inputs you entered, such as a county, a coverage amount, or policy dates. It never carries a street address, coordinates, a name, an email address, or a phone number. The email link opens your own email app with no recipient filled in; we do not receive the message. Printing happens in your browser. The listing report at /listing-report?zip= puts only a ZIP code in the web address, and its address check runs in your browser exactly as described above.
Cookies and similar technologies
We do not set advertising or tracking cookies, and we do not use remarketing pixels, email tracking pixels, or cross-site advertising technology. Vercel Analytics counts page views and the coarse events described above without using cookies. Two features save a small note in your browser’s localStorage, which never leaves your device and contains no personal information:
- Non-renewal checklist:which steps you’ve ticked.
- Interactive map (/map):the date of your last visit and which “fact of the day” entries you’ve already seen, so it can show you a new one.
You can clear local storage in your browser settings at any time.
The interactive map (/map)
The interactive map at /maploads a few files from outside providers, so your browser contacts them directly: its fonts come from Google Fonts, and its charting library comes from cdnjs (run by Cloudflare). Like any website request, these share your IP address and browser details with that provider. If you search an address on the map, it goes to Esri’s geocoder as described above, and the satellite view loads imagery for that spot from Esri. The “Google Maps” and “Street View” links open Google with the map coordinates only if you click them. We do not receive any of this.
How we use your personal information
- Service delivery and operations: to provide the Service; to review a help request and follow up with you by email; where you consented and it looks like a fit, to introduce you manually to a licensed California insurance broker; to contact partner applicants about the pilot; and to respond to your questions, corrections, and requests.
- Service improvement and analytics: to understand which pages and tools are used, so we can improve the Service.
- Compliance and protection:to comply with applicable laws, lawful requests, and legal process; to protect our, your, or others’ rights, safety, or property, including by making and defending legal claims; to enforce our Terms of Use; and to prevent, identify, and deter fraudulent, harmful, or illegal activity, including spam and attacks on the Service.
- Aggregated and de-identified data: we may create aggregated or de-identified data, such as how many help requests came from a county, by removing information that identifies you. We will not attempt to re-identify it, and we may use and share it for lawful business purposes.
We do not use personal information for marketing, for interest-based advertising, or to train AI models. Introductions never change the carrier likelihood scores, which are computed from public data only. Before using personal information for a new purpose that is not compatible with the purpose for which we collected it, we will ask for your consent.
Retention
- Emailed form submissions and their consent records:kept in our mailbox for up to 24 months from receipt, then deleted. Copies in the email provider’s delivery logs follow that provider’s own retention schedule. Email us to have yours deleted sooner.
- Request metadata (no contact details): kept for no more than 24 months.
- Emails you send us: kept as long as needed to respond and handle any related request, and no more than 24 months after the matter is closed, unless we need them longer to comply with law or to establish or defend a legal claim.
- Hosting logs and analytics:kept according to our hosting provider’s standard retention.
How we share your personal information
- Service providers that process data on our behalf: see Service providers.
- A licensed California broker you agreed to be introduced to: if a person at Who Will Insure thinks your request is a fit, they may introduce you. There is no automated routing of requests to brokers, no lead marketplace, and no payment from brokers for introductions.
- Professional advisors, such as lawyers and accountants, in the course of the services they provide to us.
- Authorities and others, such as law enforcement and government authorities, when we believe in good faith it is necessary for the compliance and protection purposes above.
- Business transferees: an acquirer, successor, or assignee in connection with a merger, acquisition, financing, sale of assets, or similar transaction, or in insolvency, who must handle it under this Privacy Policy.
We do not sell personal information and do not share it for cross-context behavioral advertising.
Service providers
- Resend: email delivery for form submissions sent to us.
- Vercel: website hosting and Vercel Analytics.
Their handling of data is also subject to their own terms and privacy policies.
Emailed form submissions
What is emailed. When you submit the help request form, we email its contents (name, email, optional phone, ZIP, the details you entered, and your consent record) to our mailbox through our email provider, Resend. The form is not stored in a database on this site; the only record we keep on this site is the metadata described above.
Where it lives and who can read it.The email exists in our mailbox and in the email provider’s delivery logs until it is deleted. It can be read by the people at Decentralized who handle requests, and by the email provider acting as our service provider to deliver it. A phone number is optional, and your consent does not cover calls or texts; we follow up by email.
Deletion. We delete these emails within 24 months of receipt. To have yours deleted sooner, email contact@whowillinsure.comwith the ZIP and approximate date of your request, and we will delete it from the mailbox. Deletion from the email provider’s logs follows that provider’s own retention practices.
Partner and business contacts
The partner inquiry form (for brokers) is for licensed producers and agencies. It collects your name, agency, California producer license number, counties served, appetite choices, email, optional phone number, and your free-text answer about the non-renewed clients you are seeing. It is used only to contact you about the pilot and is handled like the help request: emailed to us through Resend, stored in no database on this site, and deleted within 24 months. We check each producer’s license against the California Department of Insurance public lookup, manually, before introducing anyone. Please do not enter information that identifies your clients.
The same form is also used by California real estate agents (for agents). For agents it collects a real-estate license number instead of an insurance license number. Everything else is handled identically.
Consent records
The help request form asks you to tick an unchecked box with this text (version consent-2026-10-26): “I agree that a person at Who Will Insure may review my request and the details I entered, will follow up with me by email, and may introduce me to a licensed insurance broker. Consent is not a condition of using this site.” We record the consent text version and a consent certificate URL with the request metadata. No independent certificate vendor is connected, so the certificate URL is an internal reference and is not independently verified. Consent records are kept with the request for up to 24 months. The partner form has its own unchecked box: “I agree to be contacted about the pilot using the details above.”
Rate alerts (email subscriptions)
Rate alerts are not live yet, and nothing is collected for them today. We will update this section before they launch. When they do, they will be the one feature that stores personal information in a database: your email address and the county you choose. We will store it only if you ask us to, by submitting the rate-alert form and checking the consent box (never pre-checked), and only after you confirm through a link we email you (double opt-in). We will keep your email, your county, the time you consented, and your subscription status, and nothing more, and use it solely to email you when insurance rates or FAIR Plan data change for that county. This list will be kept separate from help requests and broker introductions. Every alert email will include a one-click unsubscribe link, and you can exercise your rights at any time. See rate alerts.
Your choices
- Opt out of communications. Reply to any email from us, or email contact@whowillinsure.com, and we will stop contacting you about your request or inquiry.
- Withdraw consent. You can withdraw your consent to an introduction at any time by emailing us. Withdrawal does not affect introductions already made.
- Local storage. You can clear what the Service stores in your browser through your browser settings.
- Do Not Track. We do not track you across other websites, so a browser “Do Not Track” signal has nothing to switch off. We honor Global Privacy Control signals as described under Do Not Sell or Share.
- Declining to provide information. The map, address checker, and calculators work without any personal information. A help request or partner inquiry needs the required fields so that we can reply.
Other sites and services
The Service links to websites and services operated by third parties, including government data sources, carrier websites, and the providers described above. These links are not an endorsement of, or a statement that we are affiliated with, any third party. We do not control those sites and are not responsible for their practices. Please read their privacy policies.
Security
We use technical and organizational safeguards designed to protect the personal information we collect. Your details are transmitted over TLS and are not written to a database or to our application logs. The mailbox that receives form submissions is protected by account access controls. If the email service is not configured, the form returns an error instead of storing your details anywhere else. Security risk is inherent in all internet technologies, and we cannot guarantee the security of your personal information.
International data transfer
We are based in the United States, and the Service is intended for people in California. Our service providers may process data in the United States or other countries where privacy laws may differ from those where you live.
Children
The Service is not intended for anyone under 18. Help requests are for California residents 18 and older, and partner inquiries are for licensed business contacts. We do not knowingly collect personal information from children. If you are a parent or guardian and believe we have collected a child’s personal information, contact us and we will delete it.
Changes to this Privacy Policy
If our data practices change, we will update this page and its “Last updated” date, and for material changes we will post a prominent notice on the Service before the change takes effect. Your use of the Service after the effective date of an updated policy means the updated policy applies to your interactions with the Service.

State privacy rights notice
This section applies to residents of California and of other U.S. states whose privacy laws grant the rights described below (the “State Privacy Laws”). We honor these requests from residents of every state on the same terms. These rights are not absolute, and we may decline a request where the law allows, for example if we cannot verify it.
Your privacy rights
- Information: the categories of personal information we collected, the categories of sources, the business purposes for collecting it, and the categories of third parties we disclosed it to.
- Access: a copy of the personal information we collected about you.
- Correction: correction of inaccurate personal information.
- Deletion: deletion of the personal information we collected from you.
- Opt out of sale, sharing, and targeted advertising: we do not sell your personal information, and we do not process it for targeted advertising.
- Opt out of profiling: we do not use your personal information for profiling or automated decision-making that produces legal or similarly significant effects. The carrier likelihood estimates describe areas and properties from public data, not people.
- Sensitive personal information: we do not intentionally collect sensitive personal information and do not use any to infer characteristics about you. Please do not include it in the optional note.
- Consumers under 16: we have no actual knowledge that we collect, sell, or share the personal information of consumers under 16.
- Appeal: if we deny your request, you can appeal by replying to our decision or by emailing contact@whowillinsure.comwith the subject “Privacy request appeal.” We respond to an appeal within 45 days.
- Nondiscrimination: you will not be discriminated against for exercising these rights.
How to make a request
Email contact@whowillinsure.com with the ZIP and approximate date of any request you submitted, or write to us at the mailing address above. We confirm receipt within 10 business days and respond within 45 days. If we need more time, we will tell you why and respond within a further 45 days.
Verification. Because we hold no accounts, we verify a request by matching the ZIP and date you give us to the emailed submission and replying to the email address on that submission. We will not ask for more information than we need to find your request, and we will not ask for government identification for a request about a form submission.
Authorized agents. You may have an authorized agent make a request for you. We may ask for a copy of a valid power of attorney or your written, signed permission, and ask you to confirm directly that you gave the agent permission.
Do Not Sell or Share My Personal Information
We do not sell personal information for money or other valuable consideration, and we do not share it for cross-context behavioral advertising. To formally record a Do Not Sell or Share request, or to ask what was disclosed about a request you submitted, email contact@whowillinsure.comwith the subject “Do Not Sell or Share request.” We honor Global Privacy Control (GPC) signals as valid requests to opt out of the sale or sharing of personal information; because we do neither, a GPC signal changes nothing about how we handle your information. This link is also in the site footer.
