What does the appetite score mean?
This estimates which carriers show the strongest appetite signals for homes like yours, based on public rate filings and published market data. It is not an offer of coverage and not a promise a carrier will write your home — only a licensed agent or broker can determine that. Carrier appetite changes; scores are re-computed quarterly.

Directory signal only: CDI's own disclaimer says listed companies may not be accepting new business — and the Finder omits some active writers (Mercury and Travelers are absent for 94549 despite SIS commitments). Appetite for these names fills in via the survey, SERFF and crowdsourced layers.

Why the market is broken
Prop 103 (1988). Proposition 103 requires California rates to be justified from historical loss data (Cal. Ins. Code §1861.05); forward-looking catastrophe models were long inadmissible in ratemaking. Filed rates lag climate-shifted wildfire risk because insurers could not price for a future worse than the recorded past.
The Sustainable Insurance Strategy (2023–2025). CDI's SIS regulations now let carriers use catastrophe modeling in ratemaking — in exchange for a commitment to write at least 85% of their statewide market share in distressed and high-wildfire-risk areas. Carriers that have made this commitment are flagged SIS in the ledger above.
ZIP-level vs. parcel-level underwriting. ZIP codes were built by the Postal Service for mail routing, not hazard assessment. A ZIP-wide average can hide wide variation in slope, vegetation, and defensible space between parcels. Underwriters who price at the parcel level can find insurable homes inside ZIP codes that read as uninsurable on a ZIP-average model.

ILLUSTRATIVE — premium bands are modeled from the statewide average premium with hazard/occupancy multipliers,
pending CDI Premium Survey + SERFF filed-rate integration; availability scores are probabilistic estimates, not offers.
Hazard tier auto-resolves from your address via the ArcGIS geocoder + CAL FIRE's live FHSZ service (SRA eff. 4/2024, LRA 3/2025);
the dropdown remains a manual override — note FHSZ is the regulatory tier, not any carrier's proprietary wildfire score (FireLine, etc.).
CDI Home Insurance Finder feeds the per-ZIP licensed/appointed directory (a licensing signal, not appetite —
it lists closed books and misses active writers). The $ 3/2 SFH map layer + the † filed premiums in the ledger
come from the CDI Premium Survey (filed sample premiums by company × county for a fixed 3bd/2ba ≈ $600K Cov A
profile, 2026); the FAIR Share layer is FAIR PIF ÷ Census ACS B25001 housing units. Not insurance advice.
