For licensed California producers · pilot
Turn a non-renewal into a plan
Homeowners arrive here after a carrier drops them, often with a FAIR Plan offer in hand and no clear next step. We show them what the public data says, and with their consent we may introduce them to a licensed broker who places these homes.
Who this is for
Licensed California producers and agencies who place wildfire-exposed, non-renewed, or FAIR Plan-adjacent homes, including FAIR Plan plus DIC combinations and surplus lines.
How introductions work
- A homeowner checks an address and sees an estimate, not a quote. The estimate comes from public data only.
- The signals we have are county, the CAL FIRE fire hazard severity zone, and FAIR Plan and undermarketed-ZIP data from public records.
- If the homeowner asks for help and consents, we may introduce them to a licensed broker. During the pilot we check each producer license against CDI’s public lookup before introducing anyone.
- Introductions never change our carrier likelihood scores, which are computed from public data.

Pilot stage
This is early. We are not offering volume, pricing, or terms here. The form below tells us who you are and where you work, and we will email you about the pilot.
Estimates, not quotes. Who Will Insure is not a licensed insurance agent or broker and does not sell, quote, bind, or issue insurance policies. We provide public-data estimates and, with consent, introductions to licensed brokers. See our Privacy Policy and Terms.

Frequently asked
Is this a lead-buying program?
No. This is a small pilot. We are talking with producers to learn what is useful. There is nothing to buy and no terms are being offered on this page.
What do homeowners see before an introduction?
Public-data estimates: likely carriers, a filed-premium range for the county, and the FAIR Plan plus DIC fallback. A homeowner can ask to be introduced to a licensed broker, and an introduction happens only with their consent.
Do you check licenses?
During the pilot we check each producer license against CDI's public lookup before introducing anyone.
What do you do with the details I submit?
The form is emailed to the site operator and is not saved in a database or file on our side. It is used only to contact you about the pilot. See the Privacy Policy.
Are you a broker or an insurer?
No. We are not a licensed insurance broker or agent. We never quote or bind coverage, and we do not give insurance advice.
